I bought the Party Pack but it is locked

Open Settings (gear on the Home screen) and tap Restore Purchases. Use the same Apple Account you bought it with.

Phones cannot find the session

All phones need Wi-Fi or Bluetooth turned on and Blind Ten must be allowed to use the local network: iPhone Settings → Privacy & Security → Local Network → Blind Ten.

The TV only mirrors the phone

Mirroring works for everyone. The dedicated TV view with big reveals is part of the Party Pack; reconnect AirPlay once after buying it.

My turn was replayed

That is on purpose: if the app leaves the screen mid-turn (a call, Control Center), the turn is voided and played again, so nobody can peek at a clock.
